In addition to our continued pressure on the Treasury to amend the VAT rules on child car seat bases we are also addressing a problem that presents a significant barrier to trade in the nursery industry in the UK. This is brought about by the inclusion in the Furniture & Fire Regulations 1988 of certain childcare items, notably infant carrier car seats and pushchairs. As all retailers and suppliers know these products have to be specially prepared in the UK to meet Fire Retardant (FR) tests specified in the 1988 regulations.
We believe the Regulations when applied to furniture in the home to be appropriate and effective legislation but both unnecessary and damaging when applied to certain childcare products that are designed for use outside the home.
The majority of suppliers these days will design and source their products for the European market as a whole. With the stringent conditions placed on products through the various EN, UN ECE and ISO standards, the highest levels of safety through compliance across Europe is a given.
It is our contention that these products have been sucked into legislation for which they were never intended. Not surprisingly we are pushing Government on this issue so that our UK nursery trade is not disadvantaged any longer. We will continue to keep you updated with our progress.
